Rain that fell last week in part of the Washington area came down so fast for so long that it might have been a once-in-a-millennium event, according to a report from the National Weather Service.

At Fort Belvoir, the weather service said, the three-hour Sept. 8 rainfall from the remnants of Tropical Storm Lee was "an incredible 7.03 inches."
